What is ETBİS (Electronic Commerce Information System)?

ETBİS , or Electronic Commerce Information System , was created to protect consumers and record e-commerce transactions during online shopping. The circular, published in the official gazette on August 11, 2017, was put into effect on December 4, 2017, with the aim of protecting consumers who shop online and recording institutions that sell electronically.

– Intermediary service providers and

For registration of real or legal person traders to ETBİS;
– MERSIS number,
– Tax identification number,
– Turkish identity number and tax identification number for tradesmen and artisans,
– Mobile application and domain name information is required for e-commerce or brokerage activities.
While registering to ETBİS;
– KEP (Registered Electronic Mail) address suitable for notification,
– Type of electronic commerce,
– Activities other than electronic commerce,
– Type of goods and services offered in the electronic commerce environment,
– Payment methods offered in the electronic commerce environment,
– It should be reported whether second-hand goods are offered for sale in the e-commerce environment and, if so, the type of second-hand goods.

It has been ruled that administrative fines ranging from 5 thousand Turkish Lira to 20 thousand Turkish Lira will be imposed on real persons and private law legal entities who do not fulfill their obligation to register and notify ETBİS.
